7. Canada
Education in Canada is strongly dependent on where you are located because different states there apply different rules in their educational jurisdiction. One thing applies to all, though and it is that tertiary education is heavily accented on both by the government (which spends heavily on it) and by the people (who still have a low percentage of degree attainment).
