22. Allentown, Pennsylvania

It is Pennsylvania’s third most populous city and the 231st largest city in the U.S. with a population of 120,207 people. Allentown was named as a “national success story” in 2016 by the Urban Land Institute for its downtown redevelopment and transformation, one of only six communities in the country to have been named as such. Despite this accomplishment, the city educational level is below the average having a percentage of high school graduates of 76.80% and 5.50% people with a graduate or professional degree.
