9. Peter The Great
Peter I (Pyotr Alexeyevich) was the ruler of Russian Tsardom which later became the Russian Empire, one of the major European powers. He ruled together with his half-brother and managed to expand his Tsardom to create a powerful empire. He is responsible for leading a cultural revolution which replaced traditional social and political system.
