It is important to note that while Iranian women covered their hair, they rarely covered their face. By the 20th century, headscarves had become so ingrained in their culture that it was considered insulting not to wear one. This wouldn’t last, however; Iranian ruler Reza Shah, who was in favor of the West, made it illegal to wear headscarves. Once a new ruler was appointed, the country slowly went back to its roots and now, the hijab is mandatory by law for Iranian women.
