It delivered key insights covering operational and data points that will support ongoing development of Ocean’s 16-foot and 22-foot WAM-V platforms. These larger systems will have underlying capabilities suited for demanding nearshore environments.

Testing in Real-World Surf-Zone
The testing took place at the U.S. Army Corps of Engineers’ Engineer Research and Development Center Field Research Facility in Duck, North Carolina. Testing covered vehicle configurations, sensor performance, and deployment methods. It also identified design improvements and operational and safety considerations relevant to customer requirements.
The company’s COO, Jason Weed, highlighted that testing in such surf-zone conditions leads to valuable insights on how the company can advance its platforms for customer operations. The ongoing engagements with ERDC and USACE ensure visibility to a key government stakeholder for Ocean. This carries potential for future contract opportunities. What Were the Shortcomings
The surf-zone testing highlighted several areas of improvement for platform safety and its overall design. The required alterations would require allocation of additional capital, engineering resources and time, before the platform is deemed customer-ready. Besides that, the demonstration only involved WAM-V 8, which does not ensure performance efficiencies for the company’s 16- and 22-foot WAM-V vehicles.
There is also the uncertainty around the Department of Defense or USACE procurement needs. Any shift in government’s budgets priorities could delay platform’s revenue generation. Finally, with limited resources, OPT must balance development spending against its liquidity position. Stretched Valuation Despite Operational Struggles
OPTT has surged 240% on year-to-date basis, which appears to be a speculative run rather than a fundamental turnaround. Revenue growth in recent quarters has been impressive, but it is primarily due to the low scale of business. Profitability and cash flow measures are very depressed. Leverage is an additional concern, as the business carries a high debt-to-equity ratio of 116%. Going forward, investors would focus on whether persistency of topline growth, slowdown of cash burn, and how management intends to fund its operations.
Institutional Sentiment
Data tracked across 1,000+ hedge funds by Insider Monkey shows a very low amount of institutional interest in Ocean Power Technologies. As per 13F filings, only 1 hedge fund owned the stock in Q2 2026, same as the previous quarter. Short interest remains high at 13.45%, suggesting pessimism across the investor base.
Vanguard Capital Management is the largest institutional stakeholder in the company, as per Yahoo Finance database, holding 297.3 thousand shares. This translates into 3.30% ownership in the company. Other notable stakeholders include UBS Group and BlackRock with 2.54% and 1.23% ownerships, respectively.
Way Forward
Practical demonstration and real-time formal feedback from relevant government-backed authorities would enable Ocean to optimize its product suite prior to commercialization. It would also help the company identify loopholes to shorten the development timelines. Given its civil and defense applications, it becomes integral to build customer confidence in the underlying design and safety procedures. However, the testing benefits have yet to translate into meaningful financial improvements, and OPTT remains a speculative investment given its substantial losses and cash burn.
