With capital chasing pure-play AI defense names, the market largely abandoned Parsons Corporation (NYSE:PSN). On July 29, 2026, the company lowered its full-year adjusted EBITDA guidance to $500–$560 million from an earlier $615–$675 million, triggering a rough 35% plunge to $40.32. Then by late August, the narrative shifted. On August 20, Parsons secured a $350 million Navy “Seabed to Space” ISR contract, and on August 21, Baird upgraded the stock to Outperform with a $57 price target, lifting the shares 3.9%. The independent investment firm just argued the selloff mistook a timing problem for a structural decline.
The Market Priced the Pause
The first half results looked genuinely soft. Reported on July 29, 2026, Parsons’s second-quarter revenue reached $1.6 billion, marking a 1% year-over-year decline and a 5% drop on an organic basis. The company also posted a $15 million net loss due to $85 million in portfolio and joint-venture charges. However, the leading indicators showed a different picture. Contract awards increased 24%, Federal Solutions bookings surged 51%, the book-to-bill ratio remained strong at 1.2x, and the total backlog went up to $9.3 billion. The dip in reported revenue while bookings and backlog remain healthy reflects a timing gap rather than a demand issue.
What Ramps in the Second Half
Baird analyst Andrew Wittman built his upgrade based on second-half drivers. This includes approximately $400 million in Other Transaction (OTAs) Agreements that generated zero H1 revenue, a ~$40 million JCHK program ramp, and seasonal mining projects.
On August 25, Parsons subsidiary SealingTech received a five-year, sole-prime OTA for full-rate production of the Joint Cyber Hunt Kit, with a ceiling value of up to $750 million.
Additionally, the newly awarded $350 million NIWC Pacific ISR contract alongside the August 19 Space Force NITE-STAR selection gives clear visibility into the H2 pipeline. However, conditions apply. Because the Navy contract is a multiple-award IDIQ, the $350 million figure represents a shared ceiling for task orders rather than guaranteed backlog.
Washed-Out Price
Parsons trades at approximately 15 times forward earnings and 14 times EV/EBITDA, down from its past growth premium and only slightly above the multiples of its peers like Leidos, SAIC, and Booz Allen. The Insider Monkey database recorded a fall in hedge funds backing the stock from 35 in Q1 to 29 in the second quarter of 2026. On the other hand, the short interest stands at an unthreatening 6.07% of the float as of the end of July.
Bottom Line
Parsons Corporation’s (NYSE:PSN) setup is a sentiment washout introduced to a timing-based reacceleration, and at multiples almost in line with peers, much of the downside is already discounted. But the guidance cut was real. And for recovery, the company depends on OTAs, the JCHK ramp, and seasonal mining projects converting to revenue on schedule, all while a contested $190 million award stays frozen. Parsons must now execute. For the mispricing thesis to hold, third-quarter results need to confirm that OTA and JCHK revenue is converting while book-to-bill stays above 1.0x. The recent selloff creates a potentially attractive setup, but investors should account for the timing risk
