Eli Lilly vs. Novo Nordisk: Which Company Is Better Positioned for America’s New Drug Manufacturing Policies?

For years, investors have viewed Eli Lilly (NYSE:LLY) and Novo Nordisk (NYSE:NVO) through one lens: the race to dominate the booming obesity-drug market. But Washington is beginning to shift the conversation. With the U.S. government pushing pharmaceutical companies to manufacture more medicines domestically and reduce dependence on overseas supply chains, manufacturing has become more of a competitive advantage than an operational consideration.

That shift creates a new question for investors. If domestic manufacturing becomes a larger determinant of pricing, regulatory flexibility, and supply-chain resilience, which company is better positioned: the American manufacturer rapidly expanding its production network, or the Danish pharmaceutical giant racing to localize more of its U.S. supply chain?

Bull Case

Eli Lilly (NYSE:LLY) appears to have anticipated this policy direction well before it became a political priority. The company’s U.S. capital expansion commitments total over $55 billion since 2020, and it has plans to break ground on a number of its recently announced American manufacturing sites this year.

What makes those investments particularly significant is that they extend beyond simply producing more Mounjaro and Zepbound. Lilly (NYSE:LLY) is building manufacturing capabilities across multiple drug technologies, giving it flexibility to support future pipeline assets alongside today’s blockbuster products. As obesity treatments evolve and new therapies move toward commercialization, that broader manufacturing platform could become a long-term strategic asset rather than merely a solution to current supply constraints.

The policy environment also appears increasingly favorable. The Trump administration has encouraged pharmaceutical companies to expand domestic manufacturing through Most-Favored-Nation (MFN) pricing agreements and manufacturing commitments, while the FDA recently launched its PreCheck Pilot Program to accelerate regulatory engagement for companies building new U.S. drug manufacturing facilities.

Lilly (NYSE:LLY) is already benefiting from that direction of travel. The company’s Lebanon, Indiana manufacturing facility was among the first selected for the FDA’s PreCheck program, potentially allowing manufacturing issues to be identified earlier in the regulatory process and reducing delays before commercial production begins.

Novo Nordisk (NYSE:NVO), however, should not be viewed as starting from scratch. The company already operates substantial manufacturing facilities in Clayton, North Carolina, and has committed billions of dollars to expanding its U.S. production capabilities. Since three decades, the company has expanded nine times in North Carolina, invested nearly $6 billion dollars, built and upgraded two more facilities, and expanded its employee count from 50 to more than 2,000.

This is significant because the question is no longer whether Novo (NYSE:NVO) has U.S. manufacturing, because it clearly does. The more relevant question is whether it can localize enough of its production quickly enough to match Lilly’s (NYSE:LLY) broader domestic manufacturing ecosystem.

Bear Case

The strongest argument against Lilly (NYSE:LLY) is that manufacturing scale alone does not guarantee attractive shareholder returns. While Lilly’s (NYSE:LLY) expansion has strengthened its long-term strategic position, investors must eventually evaluate whether those factories generate returns commensurate with their cost. A manufacturing advantage becomes valuable only if it translates into sustained revenue growth, higher margins, or stronger competitive positioning.

There is also a broader industry risk. The obesity market has moved from supply shortages toward rapid capacity expansion. Lilly (NYSE:LLY), Novo Nordisk (NYSE:NVO), and several other pharmaceutical companies are simultaneously investing billions of dollars into manufacturing. If supply eventually catches up with demand, pricing power could become more competitive than it has been over the past several years.

Novo Nordisk (NYSE:NVO) faces a different challenge. Although its U.S. footprint continues to expand, its manufacturing network remains more geographically diversified than Lilly’s (NYSE:LLY). That has historically been an advantage from an operational perspective, but it may become less valuable if future U.S. policy increasingly rewards domestic production or accelerates approvals for companies investing inside the United States.

The company’s strategy therefore depends on continued successful execution. Expanding Clayton, integrating the former Catalent facilities, and delivering on additional U.S. manufacturing commitments all require capital, time, and operational discipline. Any delays could temporarily leave Novo (NYSE:NVO) less aligned with the current direction of U.S. industrial policy than Lilly.

Which Company Is Better Positioned?

The comparison ultimately comes down to two different approaches to manufacturing. Lilly (NYSE:LLY) is building depth. Its strategy emphasizes vertical integration and a broad domestic manufacturing platform capable of supporting current blockbusters as well as future pipeline products. Rather than treating manufacturing as a necessary expense, management increasingly appears to view it as a long-term competitive advantage.

Novo Nordisk (NYSE:NVO) is pursuing localization without abandoning the benefits of its established global manufacturing network. That approach may prove more capital efficient over time, particularly if future demand shifts toward oral obesity therapies or global production flexibility becomes increasingly valuable.

For now, however, America’s policy direction appears to favor Lilly’s (NYSE:LLY) strategy. The combination of large-scale domestic investment, participation in the FDA’s new manufacturing initiative, and continued expansion across multiple production technologies places the company in a particularly strong position if U.S. policy continues encouraging domestic pharmaceutical manufacturing.

Conclusion

The next chapter of the obesity-drug competition may be decided by more than clinical data or market share. Manufacturing is becoming an increasingly important competitive differentiator as governments place greater emphasis on supply-chain resilience and domestic production.

Novo Nordisk (NYSE:NVO) has made substantial progress in strengthening its U.S. manufacturing footprint and should not be viewed as materially disadvantaged under today’s policy environment. However, Eli Lilly’s (NYSE:LLY) larger and more diversified domestic manufacturing buildout gives it a stronger long-term position if Washington continues rewarding companies that manufacture more of their medicines inside the United States. For investors, that makes manufacturing more than a back-office function, as it is increasingly becoming part of the investment thesis itself.
