Chubb (CB) vs. Travelers (TRV): Which P&C Insurance Giant Is the Better Buy?

Two top insurers trading cheap, both earning more on their investments as pricing softens. One is the premium global compounder; the other the cheaper domestic pure-play on a hot streak.

Chubb Limited (NYSE:CB) and The Travelers Companies, Inc. (NYSE:TRV) are two of the best property-and-casualty insurers in the world. Both look cheap, with Chubb trading near 11.8 times earnings and Travelers near 8.8. Both are benefiting from the same tailwind, as higher interest rates lift the income they earn on the premiums they hold. The headwinds they face are also the same, as the prices they can charge for commercial coverage soften. The difference is in the profile. Chubb is the premium, globally diversified operator, while Travelers is the cheaper, US-focused one that has lately been on a tear. Here is what each brings.

Chubb and Travelers aren’t the only cheap names, though: analysts have flagged 10 other affordable stocks Wall Street likes right now.

Chubb: The Premium Global Underwriter

Chubb writes specialty and commercial coverage around the world and runs a growing life-insurance arm, where premiums rose 7.5% last quarter, so it is more diversified than a pure US insurer. Its underwriting is best in class: the combined ratio, the share of premiums paid back out in claims and costs, was about 84%, far below the industry’s low-90s. It means that the company earns a healthy profit before investment income even enters the picture. That investment income is climbing too, up about 11.4%, and the company just raised its dividend. The caution is the price and the cycle. Though trading at a premium to Travelers, some analysts have trimmed Chubb’s target price as commercial pricing softens. And against a record year-ago quarter, its near-term profit growth could stall.

Travelers: The Cheaper Domestic Play on a Run

At about 8.8 times earnings, Travelers is the cheapest of the big insurers. The company is focused on the US market. Lately it has been hot: the stock is up by over 25% in the last 4 months, lifted by strong underwriting and lower catastrophe losses, plus the same higher-rate boost to investment income. With $3.3 billion of buybacks in the first half of 2026, the company’s heavy buybacks have shrunk the share count. The catch is that much of the good news may be priced in. Travelers now trades near its 52-week high and slightly above the average analyst target. And firms like HSBC and Mizuho have trimmed their targets. Additionally, the less diversified book leaves the company more exposed to US catastrophes, and like Chubb, it faces a softer pricing cycle, with next quarter’s profit expected to dip against a strong comparison.

Investors worried about a softer cycle often look at 10 stocks built to hold up if the market turns lower.

The Trade-Off

The choice before you is diversification-and-quality and value-and-momentum. Chubb offers more global franchise and the best underwriting in the group, for investors willing to pay a premium and sit through soft commercial pricing and a tough year-ago comparison. Travelers offers a cheaper multiple and strong recent momentum, for those who believe the pricing cycle and investment-income tailwind keep earnings climbing. Travelers did well in the last six months, gaining 22% against Chubb’s 2.4% and over half of the 42% gain by the Insider Monkey Billionaire Index. However, it is already near its highs with less room to run. And with both stocks being high-quality underwriters at low multiples, the call is yours to make.

Institutional Positioning

Large investors lean toward Chubb Limited. Insider Monkey data shows 66 hedge funds held CB at the end of the second quarter of 2026, up from 59 the quarter before, while The Travelers Companies, Inc. slipped to 50 holders from 54. The value of those stakes rose for both, and sharply for Travelers as its shares climbed.
