Can Cloudflare (NET) Become the Gatekeeper of the AI Web?

Cloudflare’s AI crawling controls strengthen its role in web governance and support continued growth, while declining margins, widening GAAP losses, and infrastructure costs remain key risks.

On September 15, Cloudflare, Inc. (NYSE:NET) announced its new Accountable designation for AI crawling alongside the launch of “Disallow AI Training.” This tool allows website owners to block AI models from scraping their content for training purposes while remaining fully indexable in traditional search results.

Addressing the dilemma where publishers were forced to choose between search visibility and protecting intellectual property, Cloudflare established compliance criteria for crawler operators. Major tech players including Apple, Google, and Microsoft have achieved or committed to the Accountable framework. Mixed-use crawlers failing to comply face network-level blocks if a site owner enables the training block.

While policy control enhances network utility, enforceability depends on crawler compliance and constant network overhead, exposing Cloudflare to underlying cost and operational pressures. Network scale expansion continues to compress margins: Q2 2026 GAAP gross margin slipped to 71.8% (down from 74.9% in Q2 2025), and non-GAAP gross margin dropped to 73.1% (from 76.3% prior).

Moreover, revenue growth has not resolved bottom-line profitability. Cloudflare recorded a GAAP operating loss of $205.7 million (29.6% of revenue) in Q2 2026, more than triple its $67.3 million loss from Q2 2025. Total GAAP net loss expanded to $170.0 million ($0.48 per share). Non-GAAP operating income was $96.1 million (13.8% of revenue), but the widening GAAP operating deficit reflects heavy stock-based compensation, capital expenditures, and ongoing operational costs. If AI traffic management accelerates bandwidth delivery demands without immediate incremental monetization, rising infrastructure costs could further delay the path toward GAAP break-even.
