Why Wall Street Is Split on Phillips 66 (PSX) Even as Its Numbers Improve

The energy sector in 2026 is experiencing a split-margin scenario that few investors are pricing cleanly. Even though the broader market views the sector as mature and low-growth, refining margins remain significantly higher than their typical mid-cycle range.

Chemicals, on the other hand, are only now recovering from some of their lowest margins in years, with the Chemical Manufacturing Industry posting an EBITDA margin of 16.86% in the year leading up to Q2 2026.

Meanwhile, renewable diesel, which has long been a burden on integrated energy earnings, is moving from below break-even to mid-cycle profitability, thanks to a regulatory reset rather than increased demand. This comes as S&P Global reported that the applicable biomass-based diesel volume requirement has been substantially raised from 5.42 billion gallons in 2025 to 9.07 billion gallons in 2026.

Only a handful of companies sit at the center of all three cycles simultaneously. That’s why Phillips 66 (NYSE:PSX) is worth a deeper study. It isn’t a pure refiner, a pure chemicals operation, or a pure renewables gamble, but rather a company whose near-term earnings potential depends on three distinct margin recoveries occurring nearly in sync.

Q1 Turnaround

The refining rebound is already quantifiable as PSX’s realized refining margin increased by 48% to $10.11 per barrel in Q1 2026, from $6.81 the previous year, while crude capacity utilization increased to 95% from 80%. This lifted the refining business from a $937 million adjusted loss in Q1 2025 to a $208 million adjusted profit, bringing overall adjusted EPS to $0.49, above the Wall Street forecast of a $0.40 per share loss.

Jefferies raised its estimate to $207 from $191 on July 9, adding a capital-discipline component to the same story. With second-quarter EPS expected to be $7.55, close to the $7.47 consensus estimate, management’s focus is on deleveraging, with a debt target of $17 billion by early 2027.

Leverage Constraints

Even with these improved operating measures, Wall Street can’t reach a consensus on the company due to ongoing balance sheet friction. Phillips 66 (NYSE:PSX) ended the quarter with $27.1 billion in total debt, raising its debt-to-capital ratio to 48% in the first quarter of 2026 compared to 39% in the previous quarter.

A significant driver of this sudden leverage expansion was around $3 billion in cash collateral outflows associated with short derivative contracts utilized for hedging. To deal with this money crunch, Phillips 66 (NYSE:PSX) fully drew down a new $2.25 billion term loan facility. While management’s deleveraging strategy is clear, meeting the $17 billion objective offers little space for unexpected operational downtime or a sudden downturn in global refining cracks.

Relative Value and Peer Parity

The “is this priced in already” question is answered with statistics rather than guessing the valuation. PSX currently trades at around 11x forward P/E, roughly in line with its own 5-year historical average of 10x to 15x, indicating the stock is not cheap relative to its own history, despite the comeback story. Compared to sector peers, the picture is mixed: Phillips 66 (NYSE:PSX) trades at a discount to Valero’s 14.01x forward multiple and the broader peer average of 16.5x, but is almost at parity with Marathon’s 11.97x, despite Marathon currently generating more margin per barrel.

Smart Money Positioning

Short interest provides a minor, reinforcing data point: PSX carries 2.01% of short float, which is not indicative of a market betting against the recovery. Meanwhile, according to Insider Monkey’s hedge fund database, sentiment for Phillips 66 (NYSE:PSX) somewhat improved during the first quarter of 2026, rising from 61 funds in Q4 2025 to 64, a tiny improvement consistent with a market still waiting for the deleveraging and margin-parity problems to be resolved. The hedge fund number falls close to other peers already mentioned, with Valero Energy Corporation (NYSE:VLO) holding 67 elite funds and Marathon Petroleum Corporation (NYSE:MPC) claiming 54.

Phillips 66 (NYSE:PSX) is a textbook case of a quality-focused, leverage-constrained recovery asset. Its operational engine is in high gear, thanks to 95% refining utilization, rising profits, and regulatory gains in renewable diesel. However, until management makes substantial progress toward its $17 billion debt objective and overcomes collateral concerns, the stock’s valuation multiple is likely to remain below peer averages.
