Does Boeing’s (BA) FAA Win Signal the 737 MAX Turnaround Is Finally Underway?

On July 17, the Federal Aviation Administration (FAA) delivered a massive regulatory milestone for The Boeing Company (NYSE:BA) by officially restoring the aerospace giant’s authority to issue airworthiness certificates for all newly produced 737 MAX and 787 Dreamliner aircraft. The decision follows eight months of joint testing and rigorous safety audits where FAA inspectors observed identical production quality findings whether certificates were issued by Boeing or federal agents. The FAA had stripped Boeing of individual MAX certification privileges in 2019 after two fatal crashes, expanding the restriction to the 787 in 2022 amid manufacturing flaws.

That regulatory shift raises a core tension question for investors: Can The Boeing Company (NYSE:BA) leverage the FAA’s return of full airworthiness delegation to clear its delivery backlog and hit positive free cash flow, or will a lingering $57 billion debt load and deep-seated supply chain bottlenecks cap its operational recovery?

The bull case centers on structural operational momentum and Boeing’s unassailable global duopoly alongside Airbus. Regaining self-certification authority removes critical delivery friction at factory gates, allowing Boeing to convert inventory directly into cash. After capping production at 38 jets per month following the early-2024 Alaska Airlines door-plug incident, regulators have backed Boeing’s expansion toward 47 MAX jets per month in mid-2026, with plans targeting 52 units per month as its fourth assembly line in Everett ramps up.

Financially, this operational unlock is pivotal. After years of severe cash drain, averaging a negative free cash flow (FCF) yield over the past five-year cycle, management targets full-year 2026 free cash flow inflection between $1 billion and $3 billion on $5 billion to $7 billion in operating cash flow.

Furthermore, supply chain friction across engine makers and Tier-1 sub-assembly suppliers continues to threaten production schedules. From a valuation perspective, Boeing trades at an elevated forward P/E multiple relative to long-term historical norms due to depressed near-term net margins. With an LTM free cash flow yield of -0.6%, any unexpected factory bottleneck, labor friction, or supplier delay could immediately push cash flow back into negative territory, delaying the company’s deleveraging schedule and triggering market penalty.

Conversely, Brian J. Higgins’s King Street Capital reduced its position by 62%, cutting its holding to 258,355 shares valued at $51.4 million. Despite the sharp trim, Boeing remains a major anchor for the firm, representing 15.68% of King Street’s total portfolio allocation. The divergence indicates that while some smart money managers are scaling back exposure following early price rebounds, legacy mega-funds maintain outsized portfolio concentration on Boeing’s long-term duopoly power.

CONCLUSION

The FAA’s decision to return airworthiness certification authority to Boeing removes its largest regulatory bottleneck since 2019. However, turning regulatory compliance into equity performance requires seamless factory execution. If Boeing maintains its delivery velocity and achieves its $1 billion to $3 billion free cash flow target for 2026, the stock offers substantial upside as a high-beta cyclical recovery play. But if supply chain friction slows aircraft handovers, Boeing’s heavy debt load will keep institutional investors cautious.
