Block, Inc. (NYSE:XYZ) is taking another step toward consolidating its digital asset operations under a federal regulatory framework. On September 8, it filed an application with the Office of the Comptroller of the Currency (OCC) to charter Builders Bank & Trust, N.A.
If chartered, the Builders Bank & Trust could become an important part of Block’s digital asset custody infrastructure, giving the company a federally supervised framework for custody and related services involving bitcoin and stablecoins.
Proposed Trust Bank Would Expand Block’s Crypto Infrastructure
Builders Bank & Trust would be an uninsured national trust bank, meaning it would not accept deposits or make traditional loans. Instead, its focus would be on fiduciary and custody services, allowing Block to build specialized infrastructure for safeguarding digital assets.
The structure could be particularly valuable as Block, Inc. seeks to expand its institutional customer base. A federally supervised custody operation could give larger financial institutions greater confidence in Block’s ability to safeguard Bitcoin and other digital assets.
Potential Stablecoin Opportunity
Stablecoins represent a potentially important opportunity for Block, particularly through its Cash App ecosystem. A regulated custody infrastructure could eventually support broader stablecoin-related products and payments if Block chooses to expand further in this area.
The strategy could also position Block, Inc. to benefit from the GENIUS Act, which established a federal regulatory framework. As Stablecoins become more integrated into mainstream financial services, Block could use its regulated infrastructure to develop additional products and generate new fee-based revenue.
The proposed bank could also strengthen Block’s Bitcoin strategy by giving the company greater control over how digital assets are held, safeguarded, and transferred.
More broadly, the filing underscores Block’s strategy of combining traditional financial infrastructure with digital asset technology. If approved and successfully implemented, the charter could make its crypto operations more scalable while creating additional sources of recurring fee revenue.
Regulatory Approval Remains a Key Risk
Despite the potential benefits, the proposed bank is far from guaranteed to become a meaningful growth driver.
The OCC must first review and approve Block’s application, and regulators could impose additional conditions or delay the process. Any significant regulatory hurdles could slow the company’s efforts to consolidate and scale its digital asset operations.
Block, Inc. would also face higher compliance, cybersecurity, reporting, and risk-management requirements as its digital asset operations become more closely integrated with a federally supervised entity.
There is also the risk of changing cryptocurrency regulations. Rules governing Bitcoin custody, stablecoins and digital asset activities remain an evolving area, potentially creating additional compliance costs or limiting the products Block can offer.
Building and operating a regulated trust bank will also require specialized personnel, technology, capital and compliance infrastructure. These investments could weigh on near-term expenses before the business generates meaningful revenue.
Hedge Fund Positioning
Block, Inc. continues to attract significant interest from institutional investors. According to Insider Monkey’s database, 76 hedge funds held positions in Block at the end of the second quarter, up from 63 funds at the end of the first quarter.
However, hedge fund positioning was mixed. Citadel Investment Group reduced its Block stake by 7% to approximately $448.49 million, while Tiger Global Management increased its position by 15% to approximately $347.78 million.
The Verdict
Block, Inc.’s application to charter Builders Bank & Trust represents a potentially important development for its digital asset strategy. A federally supervised trust bank could strengthen Bitcoin and stablecoin custody, improve institutional credibility and create new fee-based revenue opportunities.
However, investors should not view the application as an immediate earnings catalyst. Regulatory approval, implementation costs, compliance requirements, and uncertainty surrounding digital asset regulation remain significant risks.
