10. Lake Charles, LA
Weed Consumption per Capita: 12.64g
Two-thirds of Louisiana voters were in favor of recreational cannabis in 2021. However, the southeastern state’s lawmakers killed an effort to legalize marijuana in April, leaving Louisiana’s medical cannabis program as the only legal way to secure the drug.
9. Lincoln, NE
Weed Consumption per Capita: 12.64g
Cannabis is fully illegal in Nebraska. In 2021, the state’s Senate Judiciary Committee approved a bill to legalize medical marijuana but nothing came out of it. A gram of weed in Lincoln will set you back by $9.9.

Medical marijuana is legal in Iowa, but the program is very limited. Only about 5,000 Iowans have medical cards and patients are not allowed to use flower. However, hemp and CBD products are legal for consumers to possess and registered retailers to sell.

Both medical and recreational uses of marijuana are illegal in Tennessee. After proposed legislation to legalize medical cannabis failed during this year’s General Assembly, it will be at least another year before there is any change to that status.
5. Cheyenne, WY

Marijuana is fully illegal in Wyoming and the state has some of the strictest cannabis laws in the United States. Wyoming is also the only state to make being ‘under the influence’ of cannabis illegal. There was an effort to decriminalize the herb in Cheyenne in 2023, but it did not come to fruition.

Weed Consumption per Capita: 22.78g
Minnesota legalized medical marijuana in 2014 but the Land of 10,000 Lakes has been putting adult-use legalization bills through the ringer for years. However, lawmakers green-lit the production and purchase of edibles made with hemp-derived THC last year.

Weed Consumption per Capita: 31.27g
Although New Hampshire is known as a libertarian bastion, the state has held firm on the traditionally conservative notions of recreational cannabis.

Weed Consumption per Capita: 34.9g
Recreational marijuana use is illegal in West Virginia, but lawmakers legalized the use of medical cannabis in 2017 with certain restrictions in place. Two years later, the West Virginia Medical Cannabis Act allowed the state to begin registering patients for its medical marijuana program.

In June 2021, Connecticut’s legislature passed a bill to legalize cannabis for recreational use and adult-use sales officially began in January this year.
